Minutes of Meeting

Members Present: Chairman Jeffrey Jordan, Richard DeBold, Town Administrator Jodi Pinard

Appointments:
Department Heads
Police Department: Chief Clarke reported paving in front of the garage door has been completed. Continental Paving and Robert Young Paving assisted in the project. Also the grants have been completed and sent into the State. The total on the grants is about $8,000.
Health Officer: Nothing to Report
Emergency Management: Nothing to Report.
Building Inspector: Mr. Freeman reported that a new home permit has been submitted on Durgin Road and a 2400ft addition permit was also submitted. Plumbing and Electrical permits are continuing to be submitted and inspections are the same. Revenues are also roughly $18,000.
Highway Department: Mr. Plunkett reported that the catch basin on the corner of Ring Road and Kamie Road has been replaced. All of the salt has been delivered. Mr. Plunkett had attended a workshop and found that the state is now requiring any one who places salt on a roadway must be licensed through the state. The state is also going to begin tracking salt usage. This is now occurring because of the 93 widening project. They are required to reduce salt usage throughout the 93 corridor. I met with the fire department and laid out the new parking lot and the fire department is going to see if the forestry truck can turn around. That would be last vehicle to check for the ability to turn around there. Street signs are missing from Rt 4 to the Pembroke town line. There are 13 signs missing and 4 remaining.
Library: Ms. Noel reported that Friday night they were having the movie and pizza night for the summer reading program. The total hours read during this program were 876. On 10/4 John Bruno Antiques will be at the Library to appraise resident’s items. On 10/5 there is a Book Sale and on 10/17 there is a Financial Planning presentation.
Range Roads
Mr. Pike presented information regarding Range Roads. Since 1746 the town owns all of the original range roads. Surveyors have differing opinions regarding these roads. Some believe they exist while others believe they don’t. This issue has been raised because a resident would like to complete a land swap but the surveyor is stating he cannot because of this range road that runs through the center of his property. Range Roads are considered actual property.
Mr. Weir whose property is the one being affected by this stated that he pays taxes on it currently and that he is requesting a quit claim deed from the town for the land but would leave the right of way easement.
Mr. DeBold asked stated he does not have a problem with this but asked who would draft the Quit Claim Deed for review by the town attorney?
Mr. Weir stated that would be his responsibility as he is asking the town for this.
The consensus of the selectmen were to have Mr. Weir prepare a draft Quit Claim Deed and have it reviewed by the town attorney.
Other Business:
Master Plan
Mr. Debold asked about the Master Plan and how often it should be updated as he believed the town may be overdue. The Heritage Commission has been working on a chapter they would like added. Mrs. Pinard will look into it and let the board know.
Planning Board Meeting Place
Mr. Houle asked about meeting at the Library but unfortunately it is not available on the night they meet. The consensus of the selectmen was to have Mrs. Pinard and Mr. Pike look into pricing for a sound system for the meeting room at the grange.
Sale of Town Property
Mrs. Pinard updated the selectmen as to where the process was and the consensus of the selectmen was to continue to move forward with the auction option for selling the properties.
Library
Mrs. Noel informed the selectmen that a car was broken into at the library. The car was an employee’s who unfortunately left their car unlocked. She just wanted the selectmen to be aware.
Town Hall
Mrs. Pinard informed the board that we will be having the well pump tested due to loss of water at time and loss of pressure.
A motion was made by Mr. Jordan and seconded by Mr. DeBold to enter a Non-Public session (RSA 91-A, II (e)) – Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body or any subdivision thereof, or against any member thereof because of his or her membership in such public body, until the claim or litigation has been fully adjudicated or otherwise settled. Any application filed for tax abatement, pursuant to law, with anybody or board shall not constitute a threatened or filed litigation against ant public body for purposes of this subparagraph. Jordan, Aye; DeBold, Aye. Motion passes.
A motion was made by Mr. DeBold and seconded by Mr. Jordan to exit the non-public session. Jordan, Aye; DeBold, Aye. Motion passes.
A motion was made by Mr. DeBold and seconded by Mr. Jordan to seal the minutes of this session indefinitely. Motion passes.
Being no further discussion, a motion was made by Mr. DeBold and seconded by Mr. Jordan to adjourn the meeting at 8:40pm. Motion passes.
